"FOOD SECURITY"

Hunger is still unheard of in a coastal town in Zambales, where even "by-standers" get to take home some fish for the day's meal in exchange for helping push the fishers' boats inland. So-called "tulak", these by-standers sometimes chide each other with the term, which roughly translates to "drug pusher".
